Calls in 2020
ECSEL JU opens 3 concurrent Calls in 2020 (1 for ECSEL-IA, 1 for ECSEL-RIA, 1 for ECSEL-CSA type of actions). The ECSEL-CSA action focuses on Digital Excellence/semantic web hosting:
In addition, ECSEL JU opens a joint activity call with the IMI JU (Innovative Medicine Initiative Joint Undertaking) focusing on the new generation digital technologies for clinical trials at home. This Call is being prepared and more information will be published soon. The Call will open on 26 May 2020. Deadline for submission of the proposals is 30 September 2020. Applicants are invited to check regularly the “Updates” section for the most up to date information.
In support of the Call-2020-3, ECSEL JU has issued a non-mandatory «Expression of Vision» facility. Details can be found here. |

Who can participate?
The ECSEL JU Programme is open to any organisation that can make a contribution to the RD&I objectives of the programme. However, there are specific eligibility criteria relevant in the each ECSEL Participating State: these are listed in the ECSEL JU Work Plan 2020 (see below). For general participation criteria relevant for H2020, please refer to the relevant H2020 On-Line manual page available here. Participants from the UK are particularly encouraged to note the specific information there.

20/04/2020 | UPDATE concerning stage 1 (project outline – PO – stage) of Calls ECSEL-2020-1-IA and ECSEL-2020-2-RIA (deadline 05 May 2020 17h00 CET/Brussels time). Due to the challenging circumstances related to COVID-19 pandemic, the Governing Board and the Public Authorities Board of ECSEL JU have jointly decided on measures to minimize the impact on the stage 1 (PO stage) of the ECSEL IA and RIA calls 2020. Consequently, the evaluation of the proposals submitted to stage 1 will be performed without thresholds – the thresholds are set to zero (both for the individual criteria and the overall threshold). The evaluation process will be conducted by experts applying the usual procedures with the exception that there will be no thresholds. Therefore, there will be no selection (no proposal rejected) due to the thresholds at the stage 1. However, ALL the eligibility and admissibility requirements remain unchanged as described in the ECSEL JU Work Plan 2020. The purpose of this exceptional measure is solely to mitigate the lockdown side effects for applicants who have restricted/no access to information/data necessary to prepare the proposals, while ensuring a minimum disruption in the overall calls workflow. In order to submit a project proposal, applicants must use the on-line tools provided for this purpose by the European Commission through its “Funding and Tenders Portal”, which can be accessed through the Calls pages (pages become available on the day the Calls are opened):

All the documents related to the ECSEL JU Calls for Proposals 2020 are provided for the applicants’ convenience in the Calls 2020 Documents section on this website as well as in the Calls Pages in the Funding and Tenders Portal. However, the templates (editable documents) for the proposal submission can only be downloaded from the Calls Pages in the Funding and Tenders Portal when a draft proposal is created – models (pdf files) are provided just for the applicants’ information. Applicants are advised to check the Guide for Applicants to ECSEL JU Calls for Proposals before preparing and submitting their proposal.
H2020-ECSEL-2020-1-IA and H2020-ECSEL-2020-2-RIA are both two-stage Calls. Therefore, the submission of a Project Outline (stage 1) is mandatory. Only proposals having submitted a Project Outline and successfully passed this first stage evaluation (scored above threshold) will be allowed to submit a Full Project Proposal.
H2020-ECSEL-2020-3-RIA-IMI-ECSEL-joint-activity is planned as a one-stage Call
H2020-ECSEL-2020-4-CSA-Digital-Excellence is a one-stage Call.
Full details of the topics open for proposals, terms and conditions for participation, funding budgets, funding rates, evaluation criteria (including weighing factors), etc. for each of the Calls are available in the ECSEL JU Work Plan 2020 (see the Calls 2020 Documents section).
Note that the ECSEL Calls 2020 do not foresee any Special Topics.
The detailed description of the focus areas/topics/major challenges is provided in the ECSEL MASP 2020 (Multi-Annual Strategic Plan – see the Calls 2020 Documents section). Annex 9 of the ECSEL JU Work Plan 2020 indicates the important challenges proposed by the LIASEs of the ECSEL Lighthouse Initiatives and the European Commission
Participants are strongly encouraged to carefully check which focus areas/topics/major challenges are open in each call and make sure their proposal is submitted in the correct place.
Applicants requesting national/regional/ESI Funding must contact the National Funding Authorities in their own countries as indicated in the Section 10 of the ECSEL JU Work Plan 2020 before submitting the proposals to check their eligibility and conditions for receiving national/regional/ESI Funding.
Applicants from several countries are requested to provide a Part C (with information specific for the respective countries) – refer to Section 10 of the ECSEL JU Work Plan 2020 for more information. The Part(s) C require an encryption/password provided by the ECSEL JU office. The participants are kindly reminded to email the ECSEL JU office to get the password at calls@ecsel.europa.eu.
Calls 2020 do not foresee submission of Expression of Interest (EoI) for Lighthouse Initiatives (LI).
Budget
The table below show the actual figures of the ECSEL Participating States commitments included in the ECSEL JU Work Plan 2020 as well as all updated received from them in the meantime. The figures below will be included in the future Work Plan 2020 update that shall be adopted by the Governing Board in due time.
The overall EU budget (JU contribution) for Calls 2020 is: 161.0 M€
The budgetary figures given are indicative. The total public funds awarded by the ECSEL Joint Undertaking to projects arising from the Calls 2020, following the evaluation and selection of proposals, may differ from the total budget indicated above.
